The Stacking Rules

Critical rule: HEAR and Power Ahead Colorado cannot be stacked โ€” both are federally funded. You must choose one. For income-qualified households, HEAR is almost always higher. For everyone else, use Power Ahead Colorado.

How to Actually Claim These Rebates

Xcel rebate: Your installer handles the application. Only Xcel-registered contractors can submit. Confirm your installer is registered before signing anything.

Colorado HEAR: Applied at point of sale by a registered contractor. The rebate comes off your invoice โ€” you don't wait for a check. Contractors register at the Colorado Energy Office.

Power Ahead Colorado: Administered through DRCOG. Starting April 2026. Application process TBD โ€” your installer should be familiar with it by the time the program launches.

State tax credit: Your contractor applies for it and passes at least one-third of the value as an upfront discount. Ask your installer to confirm they are registered for the Colorado Heat Pump Tax Credit program.
